In a saucepan, bring water to a boil; add bouillon and stir until dissolved. Add broccoli; cook. Do not drain. Remove from the heat; set aside. In a large saucepan, cook onion in butter until tender. Add flour, salt and pepper; stir until well blended. Remove from heat and stir in enough milk to make a smooth paste, stir in remaining milk. Return to heat; bring to a boil and boil 1 minute stirring constantly, Add cheese, ground beef, broccoli and cooking liquid. Cook until heated through and the cheese is melted, stirring occasionally. Serve hot.
